Hey, I'm all for privacy and personal liberty, but in this case I would have to say yes. If the government is going to take money from one citizen to hand it to another, they should first make sure that other person is using it responsibly. I would like to see guidelines much like those that are used with truckers. A drug test would be required before receiving assistance. Then, there should be random tests given monthly, and testing should also be used in cases where there is reasonable suspicion of drug use.
